Chiều 16.11, tại Hà Nội đã diễn ra Lễ ký kết Chương trình phối hợp giữa Chương trình Khoa học - công nghệ (KH-CN) phục vụ xây dựng nông thôn mới (NTM) và Chương trình KH-CN Tây Bắc, Tây Nguyên và Tây Nam Bộ (Ba Tây) giai đoạn 2016-2020.
Tới dự lễ ký có Ủy viên Bộ Chính trị, Trưởng ban Kinh tế Trung ương Nguyễn Văn Bình; Bộ trưởng Bộ NN&PTNT Nguyễn Xuân Cường cùng Ban chủ nhiệm các Chương trình KH-CN của 3 vùng Tây Bắc, Tây Nguyên và Tây Nam Bộ, đại diện các bộ, ngành trung ương.
Chương trình KH-CN phục vụ xây dựng NTM giai đoạn 2016-2020 được Chính phủ phê duyệt nhằm đưa KH-CN hỗ trợ, giúp tháo gỡ các rảo cản, thúc đẩy việc thực hiện chương trình xây dựng nông thôn mới gắn với tái cơ cấu ngành nông nghiệp. Ba chương trình KH-CN trên có những điểm chung về mục tiêu và nội dung nên cần có sự phối hợp triển khai thực hiện để phát huy hiệu quả nguồn lực của các chương trình, phục vụ phát triển kinh tế- xã hội bền vững nói chung và xây dựng nông thôn mới gắn với tái cơ cấu ngành nông nghiệp.
Phát biểu tại lễ, thay mặt ông Nguyễn Văn Bình- Trưởng Ban Kinh tế Trung ương ghi nhận và đánh giá cao sáng kiến kết hợp giữa các chương trình khoa học- công nghệ của các cơ quan đơn vị trên. Những kết quả nghiên cứu khoa học của 3 chương trình trong những năm qua là rất đáng biểu dương ghi nhận, góp phần phát triển kinh tế- xã hội của các vùng gắn với chương trình xây dựng nông thôn mới và tái cơ cấu ngành nông nghiệp.
Để triển khai các hoạt động ký kết có hiệu quả và nâng cao chất lượng nghiên cứu, ông Nguyễn Văn Bình yêu cầu Các chương trình KH-CN cần thiết lập khung và phương thức phối hợp giữa các Chương trình KH-CN trong tổ chức đề xuất, xét duyệt và triển khai thực hiện các nhiệm vụ nghiên cứu đảm bảo các yêu cầu minh bạch, đồng bộ, thiết thực, chặt chẽ cho giai đoạn 2018-2020 và giai đoạn 2021-2030. Đồng thời cần sớm nghiên cứu sửa đổi, bổ sung, hoàn thiện quy chế tổ chức, quản lý hoạt động của các Chương trình, có kế hoạch cụ thể để triển khai khung phối hợp giữa các chương trình với những nội dung cần ưu tiên cho từng vùng, giải quyết các vấn đề liên ngành, liên vùng tạo ra những cơ chế, chính sách, nhiệm vụ giải pháp đồng bộ, sát thực tiễn ở các vùng.
Để các chương trình hợp tác, liên kết đạt kết qủa tốt, ông Nguyễn Văn Bình đề nghị các ban, bộ, ngành trung ương tiếp tục có sự quan tâm đặc biệt đến các chương trình KH-CN, tạo điều kiện cho các chương trình triển khai có chất lượng tốt nhất, phục vụ phát triển kinh tế 3 vùng trên gắn với xây dựng nông thôn mới.
