Trước diễn biến mưa lũ phức tạp, sáng ngày 12/10, Thủ tướng Chính phủ Nguyễn Xuân Phúc đã dẫn đầu đoàn công tác chỉ đạo ứng phó tình hình mưa lũ, đảm bảo an toàn đê điều tại Ninh Bình. Tham gia đoàn công tác có ông Nguyễn Xuân Cường - Bộ trưởng, Trưởng ban Ban chỉ đạo Trung ương về Phòng chống thiên tai, ông Trần Quang Hoài - Ủy viên Thường trực BCĐ TWPCTT, Tổng Cục trưởng Tổng cục Phòng chống thiên tai.

Đoàn công tác đã thị sát tại đập tràn Lạc Khoái, xã Gia Lạc, huyện Gia Viễn và thị sát tình hình mưa lũ trên sông Hoàng Long.

Sau khi đi thị sát, Thủ tướng đã có buổi làm việc với lãnh đạo tỉnh tại nhà vận hành đập tràn Lạc Khoái. Tại đây, Thủ tướng đã nghe lãnh đạo tỉnh Ninh Bình báo cáo công tác ứng phó với mưa lũ, phương án ứng phó với các tình huống có thể xảy ra. Thủ tướng đánh giá cao sự chủ động của tỉnh trong việc hạn chế thiệt hại, chỉ đạo di dân, chủ động phương án phân lũ, theo dõi sát tình hình, có căn cứ khoa học chưa phá đê xả lũ khi mực nước đã dâng trên 5,50 m.

Cho rằng nguy cơ mưa lớn vẫn còn khi áp thấp nhiệt đới có khả năng thành bão, cùng với gió mùa Đông Bắc tràn về, Thủ tướng yêu cầu tiếp tục theo dõi sát tình hình thời tiết, trực ban 24/24, thành lập ban chỉ huy ngay tại đập tràn, tổng kiểm tra, gia cố hệ thống đê điều. Thủ tướng nhấn mạnh việc cương quyết di dân khỏi vùng nguy hiểm, tiến hành cưỡng chế di dời khi cần thiết.

- Mực nước lũ trên sông Hoàng Long tại Bến Đế đạt đỉnh: 5,53m vào 6 giờ ngày 12/10 (trên BĐ3: 1,53m, trên mực nước lũ lịch sử năm 1985: 0,29m). Lúc 9 giờ ngày 12/10, mực nước trên sông Hoàng Long tại Bến Đế: 5,52m (trên BĐ3: 1,52m, trên mực nước lũ lịch sử năm 1985: 0,28m).

- Dự báo lũ trên sông Hoàng Long:

+ Trong 12 giờ tiếp theo, mực nước trên sông Hoàng Long tại Bến Đế sẽ xuống mức 5,20m (trên BĐ3: 1,20m);

+ Trong 12 đến 24 giờ tiếp theo, mực nước trên sông Hoàng Long tại Bến Đế sẽ xuống mức 4,7m (trên BĐ3: 0,7m);

+ Ngập úng ở vùng trũng thấp ven sông thuộc tỉnh Ninh Bình.
